Washington’s Zero-Emission Incentive Program (WAZIP) – What we know so far

Washington fleets are about to get a major boost toward electrification. The Washington Zero-Emission Incentive Program, better known as WAZIP, is set to be one of the most impactful commercial EV funding programs in the country. While we’re still waiting for final details, here’s what we know so far about WAZIP, why it matters, and how Range is getting ready to help fleets take advantage of it from day one.

“The United States is sitting in sixth place for global EV adoption, with China being number one. EV adoption not only drives carbon emission down but also moves us rapidly toward energy independence by decreasing our reliance on foreign oil.  While the federal government has cancelled all EV incentives, states such as California, New York, Texas, and more are stepping up as leaders in pushing this essential technology forward.  WAZIP will be the second largest EV program in our country’s history and is certain to not only move the needle but also serve as a blueprint for more states to follow.”
– Johannes Ariens (CEO of Range Zero Emissions)

What Is WAZIP?

WAZIP is a point-of-sale voucher incentive program for zero-emission medium- and heavy-duty vehicles (MHDVs) and off-road equipment. Its goal is simple, accelerate adoption of zero-emission vehicles by reducing both upfront costs and operating costs for fleets.

If this sounds familiar, that’s because WAZIP takes inspiration from California’s successful HVIP program, but with refinements that make it even more user-friendly. The program is expected to include:

  • Point-of-sale applications, so fleets see savings immediately
  • Broad applicability, covering a wide range of vehicles and use cases
  • Used vehicle eligibility, lowering the barrier to entry even further
  • Base vouchers: WAZIP will offer either a base voucher or an enhanced voucher. We’ve just learned that “emerging/rising businesses” with <$10million annual revenue will qualify for the enhanced voucher, along with drayage operators, non-profits, and government/public agencies (including Tribes) Stay tuned for more updates and reach out to us to find out if your small business qualifies for the maximum funding.

This combination of features means WAZIP is designed for real-world adoption, not just policy wins.

Why WAZIP Matters

WAZIP is positioned to become the second largest commercial EV incentive program in the U.S. Its impact will be felt across Washington in three big ways:

  • Accelerating Fleet Electrification – With upfront costs reduced at the point of sale, more businesses can take the first step toward electrification—whether that means replacing one delivery van or converting an entire fleet.
  • Improving Air Quality & Community Health – By reducing diesel exhaust, WAZIP supports Washington’s equity and climate goals. Cleaner air means healthier communities, especially those near ports, highways, and distribution hubs.
  • Setting a National Example-Washington has the infrastructure, geography, and clean energy mix to show other states what successful incentivization looks like. WAZIP will likely become a model for future state-level programs.

“Most of Washington’s grid is supported by renewable energy sources such as hydro, wind, and solar.  WA also has some of the least expensive energy in the nation while being densely populated from a geographic standpoint.  It’s also home to major international ports serving as a strategic jumping off point in our national supply chain.  These combined factors make WA the perfect testing ground for large scale medium-heavy duty zero emission adoption.”

Key Takeaways (What We Know So Far)

While we’re still waiting for the official program handbook, here’s what fleets can already plan for:

  • Point-of-sale discounts mean faster funding, less paperwork, and immediate cost savings.
  • Both new and used vehicles are expected to be eligible, giving fleets more flexibility.
  • Commercial adoption rates could jump significantly in 2025 as funding becomes available.

For businesses that have been “waiting for the right moment” to make the switch, WAZIP might just be that moment.
